THERE'S a need to build deep technical capabilities within the government and nurture a culture of excellence and innovation, says Ng Chee Khern, chairman of the newly formed technology agency GovTech.

Mr Ng, who is also Permanent Secretary (Defence Development), adds that GovTech will lead the change from within the government and drive digitalisation efforts to optimise the running of Singapore as a Smart Nation. "It will deliver anticipatory services to citizens and, most importantly, empower our people to create innovative services that will benefit the society. We must ensure that Smart Nation includes everyone, and no one is left behind as we ride the digital economy wave."
