THE so-called information technology (IT) revolution is falling short of bringing the universal benefits it initially promised because a large part of the world's population is still unable to access these benefits, the World Bank said in a report on Wednesday.
Digital technologies are transforming the worlds of business, work, and government, but a very large part of the world's population is still being denied the benefits of this change through a myriad of deficiencies in education, governance and infrastructure, the World Bank charged in its latest World Development Report.
