AFTER being hit by soaring Certificate of Entitlement (COE) premiums and a slew of regulatory changes, buyers and sellers of cars here have to adjust to a new normal. And that includes not just the tighter financing rules but also stubbornly high COE premiums through much of 2014, say industry insiders.
Most observers agree that the biggest shock to the market in 2013 was the Feb 25 vehicle financing restrictions announced by the Monetary Authority of Singapore.
