Is this what it means to cut red tape?

The IMO has 12 recommendations to lessen bureaucracy, but states the obvious. Real improvements to the administrative burdens on shipping are unlikely to come

WHATEVER else you might say about shipping, one thing has got to be true: it has become an awful lot more bureaucratic and complicated over the past three or so decades.

The International Maritime Organization (IMO) has come up with 12 proposals to cut the administrative burden on shipping, mainly through much greater use of information technology and electronic transfer of information.

The proposals are contained in a report titled "Public Consultation on Administrative Requirements in Maritime Regulations", the fruit of its first public consultation on administrative burdens associated with mandatory IMO instruments such as conventions and codes.
