Vocational licence rule seen helping to soften car COE premiums

THE requirement that private-hire car drivers hold a vocational driving licence kicks in only next month, but its effect has already been felt in the latest round of bidding for certificates of entitlement (COEs), say observers.
COE premiums for all three categories of cars softened noticeably in the first round of bidding for June on Wednesday; premiums for motorcycles stayed flat, and only those for commercial vehicles rose.
