Deloitte’s Lee Boon Teck succeeds Teo Ser Luck as president of Singapore’s national accounting body
New president says focus now is to ensure that every member can see and feel the difference Isca makes
[SINGAPORE] The Institute of Singapore Chartered Accountants (Isca) has elected Lee Boon Teck as president for a fresh two-year term, succeeding Teo Ser Luck.
Lee, who is regional managing partner for audit and assurance at Deloitte South-east Asia, takes over the leadership of Singapore’s national accounting body after Teo completed his term from April 2022 to April 2026.
Teo, a former minister of state, stepped down due to term limits and has been appointed as an adviser to the organisation.
The appointments took effect on Tuesday (Apr 28), following the first Isca Council meeting after the institute’s annual general meeting last Friday.
The Isca Council, the institute’s apex decision-making body, also elected Ang Suat Ching, chief financial officer of Genting Singapore, and Jocelyn Goh, audit and assurance partner at BDO, as vice-presidents.
Song Yeow Chung, chief financial officer of Old Chang Kee, was elected treasurer, while Judy Ng, group financial controller, group finance at DBS, was elected secretary.

Voting for council members was held from Apr 2 to 20, with the office-bearers subsequently elected from within the new council.
“Our focus now is to ensure that every member, whether they are starting their career, leading an organisation, or building a practice overseas, can see and feel the difference Isca makes,” said Lee.
“I am honoured to lead Isca at this pivotal moment, and I look forward to working with the council and our members to build on the strong foundations we have in place,” he added.

As at end-December 2025, Isca had 43,534 members, up 11.3 per cent from 39,127 a year earlier. This included 23,920 Chartered Accountant (Singapore) charterholders and 9,722 student members.
Interest in joining the profession has also risen sharply. Candidates in the Singapore Chartered Accountant Qualification programme – the sole pathway to attaining the Chartered Accountant (Singapore) qualification – stood at 5,858 at end-December, up 37 per cent year on year.
Said Teo: “It has been a great privilege to serve Isca, our members, and the accountancy sector over the past four years. This journey has been one of the most fulfilling I have ever embarked on.
“None of it would have been possible without an exceptional council, a dedicated management team, and members who believed in what we were building together.”
