SNEF executive director Sim Gim Guan to retire; Hao Shuo named as successor

THE Singapore National Employers Federation (SNEF) has named Hao Shuo as its new CEO, effective Dec 1, 2024. He will succeed outgoing executive director Sim Gim Guan, who will retire.
With Hao’s appointment, the employer trade union will change the title of executive director to CEO.
Hao, 41, is currently the divisional director for manpower planning and policy at the Ministry of Manpower (MOM). Before this, he was the director for operations policy and planning in the ministry’s labour relations and workplaces division.
With more than 15 years of public sector experience, Hao’s expertise covers key policy areas such as intellectual property, employment practices, and workforce development, SNEF said on Wednesday (Oct 16).
“Hao Shuo brings to SNEF critical skills and experience from his stint at MOM,” said SNEF president Tan Hee Teck.
“He is no stranger to the tripartite circle and has worked closely with NTUC (National Trades Union Congress) and SNEF on many issues such as tackling employment disputes, the review of the Employment Act, and managing employment issues during the Covid-19 pandemic,” Tan added.

SNEF is one of the three tripartite partners, alongside MOM and NTUC. It represents over 3,700 companies collectively employing more than 850,000 workers.
Tan also expressed his appreciation to Sim, 60, who assumed the leadership of the employer trade union as Singapore was emerging from the circuit breaker measures in 2020.
During his tenure, Sim made “significant contributions” to strengthening tripartism and offered “balanced, practical perspectives” on key policy matters, Tan said.
These included the National Wages Council proceedings, the development of the forthcoming workplace fairness legislation, and the recent passage of a Bill protecting platform workers in Parliament.
“(Sim) is known in the tripartite circle for being collaborative, progressive and principled,” said Tan. “We wish him all the best in retirement.”
