Civil servants get 0.45-month mid-year bonus, up marginally from 2025
Junior staff will receive an additional one-time payment of up to S$400
[SINGAPORE] Singapore civil servants will receive a 0.45-month mid-year bonus, with junior officers getting an additional one-time payment of up to S$400, the Public Service Division (PSD) said on Tuesday (Jun 23).
The annual variable component (AVC) payment of 0.45 month is a notch higher than the payout of 0.4 month from a year earlier.
The quantum for the one-off payment, however, is unchanged.
Specifically, civil servants in grades equivalent to MX13(I) and MX14 will receive S$S250; those in grades equivalent to MX15 and MX16, as well as those in the operators support scheme, will get S$400.
PSD said that the mid-year payment “takes into consideration Singapore’s economic performance in the first quarter of 2026, and that the downside risks to Singapore’s economic outlook remain significant”.
Singapore recorded gross domestic product growth of 4.6 per cent in Q1, moderating from 5.7 per cent in the previous quarter. The figure came in below private-sector economists’ median expectations of 5.8 per cent.
Economists’ median forecast for 2026 full-year growth inched down to 3.5 per cent in the Monetary Authority of Singapore’s latest June survey, from 3.6 per cent in March.
The official forecast range for the year is 2 to 4 per cent.
Meanwhile, the Ministry of Manpower noted a moderation in the pace of employment growth in Q1, though advance estimates showed that the labour market remained “resilient”.
PSD said that the government and the unions “will continue to jointly monitor the economic situation closely and take into consideration the National Wages Council guidelines, which will be released later in the year, in deciding the year-end AVC payments".
Cham Hui Fong, deputy secretary-general of the National Trades Union Congress, said that the civil service unions had negotiated with PSD on the mid-year AVC payment.
The 0.45-month payout is “fair and balanced”, given the “significant economic uncertainties (that) lie ahead”, she said. The additional one-off payment for junior officers, meanwhile, provides “targeted support to help them cope with cost-of-living pressures”.
Sanjeev Kumar Tiwari, general secretary of the Amalgamated Union of Public Employees, added that while the economic outlook “has improved, uncertainties remain”.
The union “will continue to work closely with the government to monitor the economic situation and calibrate the year-end AVC as needed”, he added.
