E-trading site BATS makes second IPO attempt

BATS Global Markets is making a second attempt at a public stock offering three years after a technology problem forced it to stay private.
Since then, BATS has faced new competitive threats and increasing regulatory scrutiny of the role of high-speed trading in the securities markets.
