Mixed reaction to UK's negotiating proposals to EU
Bilateral negotiations are to begin next week, says European Commission president who received the British PM's letter

BRITISH Prime Minister David Cameron's juggling act before the key UK referendum on the European Union (EU) has shifted into the second phase.
European Commission president Donald Tusk, who has received a letter from Mr Cameron that sets out broad terms for negotiating reforms in the EU, said that bilateral negotiations are to begin next week. Mr Cameron hopes that the 27 other EU leaders will agree to the proposals at a crucial December meeting and prevent UK Eurosceptics from causing him to drop the ball.
