THE public can't be asked to bail out struggling water treatment company Hyflux's retail investors, Minister for the Environment and Water Resources Masagos Zulkifli has said.
But national water agency PUB could still take over the Tuaspring desalination plant - which is expected to come with a negative valuation - to safeguard Singapore's water security.
