THE first step to solving a problem, they say, is recognising that there is one. And when it comes to gender inequality in the workplace, Singaporeans often see no problem to be solved.

This was the case at multinational biopharmaceutical company Amgen Inc's Singapore site, when Arleen Paulino joined as vice-president of its operations two years ago and proposed starting a local chapter of the company's female empowerment programme.
