Government says measure is necessary to fight terrorism, but it has raised strong civil-rights concerns

JAPANESE Prime Minister Shinzo Abe's Cabinet on Tuesday approved a controversial bill which, if approved by parliament in June, would punish conspiracy to commit serious crimes.
The bill is ostensibly an effort to combat terrorism but it has raised strong civil-rights concerns in Japan.
